...The court sided with two environmental groups [Greenpeace and Cascadia Wildlands] that challenged the sales on the basis of how the federal agency evaluates deer habitat. In a ruling issued on Tuesday, the 9th Circuit Court of Appeals... said it is unclear why the Forest Service used different scores and multipliers to determine the effect each timber sale would have on deer populations....The Tongass Land Management Plan requires the Forest Service to manage the Tongass to maintain viable populations of deer and wolf. Both are identified by the Forest Service as management indicator species.
