Enhancing mule deer populations January 7, 2012 Idaho, Idaho State Journal 

... According to Dr. Lisa Shipley of Washington State University, the survival of a deer herd is completely dependent on the late-season feed that deer get right before winter.... the land is managed so that the plants go to seed and there is little management based on the fears of “overgrazing.” Yet, Allen Savory contends that most Western lands are “overgrazed and understocked.” This means that the stocking rates aren’t what’s necessary for the animals to mow the complete range.
