The one-buck-per-hunter quota allows some bucks to reach maturity ... despite the overall strength of the deer herd in the Sunflower State, Kansas has one of the lowest incidences of deer-vehicle collisions.... "About 97 percent of our state is in private ownership so what those landowners do and what they desire has a major influence on what occurs with the deer population. In most cases, landowners are more restrictive on deer harvest than we are with state regulations.”
