Antler restrictions gaining support in New York October 25, 2011 Pennsylvania, GoErie.com, Mike Bleech

...  in Pennsylvania ... a 1907 regulation that prohibited the killing of antlerless deer, the first antler restriction. Then in 1938 ... only antlerless deer were legal game. In 2005 the New York State Department of Conservation and Natural Resources started a pilot Antler Restriction Program ... largely because of requests from hunters for regulations that would reduce the harvest of young bucks and allow more bucks to reach more advanced ages.... Results ... a 20 percent decline in the buck harvest. Age structure of bucks harvested changed from predominately 11/2-year-old bucks to 21/2-year-old bucks....
