 As they prepare to allow residents to bow-hunt deer, Town Council members are looking for the best safety rules. The chief question is whether to allow hunters to fire arrows from ground level. ...Several other North Carolina towns have similar hunting programs, and their rules are a bit stricter than what Smithfield is considering. In Sanford, which started its program last year, hunters have to shoot from a platform at least 10 feet tall. And to become a hunting ground, a tract of land must be 10 acres or more. In Pittsboro, hunters must pass an archery-skills test, shoot from a 10-foot stand and get a permit from the town. Also, hunters must be at least 50 yards from occupied dwellings, parks or roads.
