Proposed Ohio deer regulations for 2016-17

 It is proposed that the statewide bag limit for deer remain at six. Additional deer may be taken from Division of Wildlife authorized controlled hunts. Only one antlered deer may be taken, regardless of method or location of take.

 Within that framework, it is proposed that the following changes be made to county bag limits: 

A reduction in the bag limit, from 3 deer per county to 2 per county in Allen, Defiance, Fulton, Henry, Paulding, Putnam and Williams Counties. An increase in the bag limit, from 2 deer per county to 3 deer per county in Athens, Belmont, Carroll, Coshocton, Fairfield, Gallia, Guernsey, Harrison, Hocking, Jackson, Jefferson, Lawrence, Meigs, Monroe, Morgan, Muskingum, Noble, Perry, Tuscarawas, Vinton and Washington. 

There are no proposed changes in the use of antlerless permits. Antlerless permits will be valid in Cuyahoga, Delaware, Franklin, Hamilton, Lake, Lorain, Portage, Stark and Summit Counties until the day before the deer gun season begins. Antlerless permits are valid at all Division of Wildlife authorized controlled hunts for the entire season. Page | 5 There are no proposed changes to the dates/timing of the seasons. The following will be the season dates: Archery – September 30, 2017 through February 4, 2018 Youth Gun Season – November 18 and 19, 2017 Deer Gun Season – November 27 through December 3 and December 16 and 17, 2017. Muzzle loader Season – January 6 through January 9, 2018 

It is proposed that this rule be amended to reflect that any straight-walled cartridge rifle, with a minimum caliber of .357 to a maximum caliber of .50 be allowed for hunting deer in Ohio. There have been three seasons of hunting deer with straight-walled cartridge rifles in Ohio and we have had no biological impacts to the herd or additional hunter incidents as a result. By defining the allowable rifles in the proposed manner it makes the rule easily understood and easily enforced; in addition it is inclusive of a great number of options in rifles. 

It is also proposed that the following language be modified to include rifles: “It shall be unlawful for any person to be in possession of shotgun slugs or rifle ammunition while hunting during the youth deer gun season, except youth hunters hunting deer.”

 It is proposed that the language in paragraph B of the rule be amended from “It shall be unlawful to hunt or take any deer under the authority of an antlerless deer permit, outside of a division of wildlife authorized controlled hunt, from the following counties” to “It shall be unlawful to attach an antlerless deer permit, or otherwise use an antlerless deer permit, or to obtain a game check confirmation number with an antlerless deer permit, on or for any deer hunted or taken outside of a division of wildlife authorized controlled hunt from the following counties.” This will allow officers to enforce the law intended to control the use of these permits to specific counties.
