...  Avon Lake officials fear the culling of deer might hurt the city's odds of participating in a contraceptive study to reduce deer population in the city... “The ODNR is the state agency that ‘owns the deer’ and their position is that they are opposed to any contraceptive program until Avon Lake has exhausted all other methods of control such as limited hunting through bow hunting and sharpshooting,” said Councilman John Shondel ...
