Its nothing more than a pr campaign to increase hunting and revenues for a department wholly inept at everything from fracking permits to deer "population control". ODNR does not care about decreasing deer numbers as they have proven for the last forty years. They simply want to sell more permits and hunting junk. So one resident says there is a deer problem ...
