... there will not be a pilot crossbow hunting program instituted in the month prior to the Deer Preservation Act appearing on the November ballot....Although costs have been disputed, deer hunting opponent Heinz Knall places them at about $800,000 since the culling program was instituted in 2004....Knall likened deer culling programs to bailing water out of a river eventually you realize that it may be better to learn how to swim.
