Although the deer may be a nuisance, the Willoughby Hills Safety Committee concluded the large deer population in the city doesn't constitute enough of a safety risk to alter current ordinances ... Council President David Reichelt said he wasn't sure if Willoughby Hills was ready to commit funds to creating a program to which he has concerns about overall general safety and the cost of time and money to such an end....
