The Theodore Roosevelt Conservation Partnership filed the appeal in U.S. Court of Appeals for the District of Columbia on Nov. 24. 

The appeal comes after researchers documented a 60 percent decline in mule deer numbers on the Pinedale Mesa, the geographic feature above the anticline.
